陈国厂觉得，提高农民养老金，还与提升农村养老服务的水平有密切关联。老人需要的助餐、助浴，家里水电燃气上门维修服务都需要开支。他以自己在乡镇开办的医养机构举例，机构按照老人的行动能力，收取每人每月1000—2500元不等的照护费用。目前，当地老人每月可领取的基础养老金不足200元。如果老人面临中度以上失能，他的养老金、生活费、养老服务津贴尚不能满足他们入住机构的费用。“中度以上失能老人已经到了不能煮饭的地步，当子女都在外打工，不入住养老机构是没办法的。”
